Internationally Educated Paramedics

The College of Paramedics of Manitoba welcomes applicants who have been educated in other countries!

International PCP and ACP applicants will be required to undergo an “Assessment of International Applicants” by the Canadian Organization of Paramedic Regulators (COPR). COPR’s assessment process consists of three steps: 

• Initial Application Form
• Competency Self-Assessment Tool
• Eligibility Assessment

As part of COPR’s assessment process, applicants must verify proficiency in speaking, reading, and writing the English language.

English Language Proficiency must be established (CPMB Policy “English Language Proficiency Assessment”):

1. An applicant will be deemed to be proficient in the English language if: a) They attest that English is their first language or, b) They have successfully completed a course in paramedical study delivered and evaluated in English. Online and distance paramedic education programs are not accepted.
2. If an applicant’s first language is another language, English proficiency testing is not required if: a) The official language where the applicant lives and works is English , or b) The applicant can show evidence that s/he has safely practiced paramedicine within the last two years and the officiant language in that practice was English
3. If neither of the determinants in 1 or 2 are applicable, the applicant must access an approved English Language Proficiency Assessment and pass it with the minimum test scores indicated in the table below.
4. The English Language Proficiency Assessment must be no older than 2 years at the time of application for licensure.
5. Approved English Language Assessments are:
   • Test of English as Foreign Language (TOEFEL)
   • International English Language Testing System Academic and/or General (IELTS)
   • CANTEST
   • Canadian Academic English Language (CAEL)
   • Canadian Language Benchmark (CLB)

6. The Applicant must attain the pass marks specified in the chart below:

 The applicant is responsible for paying the costs of the English Language Proficiency Assessment.

7. Documentation of results must be provided to the College of Paramedics of Manitoba through the application process

COPR will provide a summary of assessment findings to the College of Paramedics of Manitoba (CPMB) for consideration. Once CPMB has confirmed that the applicant meets academic and language requirements, the applicant will be directed to register for the appropriate entry-to-practice exam. On successful completion of that entry-to-practice exam, formal application for registration with CPMB can occur.

Note that all expenses for this process are the responsibility of the applicant.
